Amend the Local Planning Policy Framework to incorporate objectives and strategies for the Winton Motor Sports precinct and include the Winton Structure Plan| Amend the Schedule to the Rural Zone to enable implementation of the policy covering the establishment of low density accommodation and recreation and leisure uses of the zone surrounding Winton Motor Raceway| Delete an incorrect reference to the Winton Motor Raceway Concept Plan from Schedule 1 to the Special Use Zone (Defence Industries Benalla)| Amend Schedule 2 to the Special Use Zone (Winton Motor Raceway) to revise requirements and use of the land within the raceway| Insert a new Schedule 4 to the Special Use Zone (Winton Township Mixed Use Area) to govern the use and development of land for community commercial industrial and residential purposes in accordance with the Winton Structure Plan| Substitute two Environmental Significance overlays to designate land affected by Winton Motor Raceway and land Influenced by Winton Motor Raceway
