The amendment implements part of the Warrnambool Eastern Activity Centre Structure Plan (Mesh, Pty Ltd, February 2020) by allowing for a transition from farming land to commercial land. It does this by rezoning the land at 19 Horne Road, Warrnambool from Farming Zone to the Commercial 2 Zone. The amendment also applies the Design and Development Overlay Schedule 18 and introduces the Development Plan Overlay Schedule 15 to help guide future development of the land. The amendment also includes changes to Clause 11.03-1L-04 and the Schedule to Clause 72.08.
