Applies the Heritage Overlay to the following precincts within the municipality - Blacks Estate Mont Albert| Thomas Street Mitcham| Mount View Court Burwood| Windsor Park Estate Surrey Hills and Mont Albert Residential Precinct (extension to existing Heritage Overlay)| Varies the Heritage Buildings and Precincts Local Planning Policy (Clause 22.11) to include a statement of significance for each of the new precincts| Varies the Schedule to the Heritage Overlay to ensure that buildings and works are designed in a manner which is appropriate to the significance character and appearance of the heritage precinct| Deletes land at 12 Beatty Street Mont Albert from the Heritage Overlay| and Updates the Municipal Strategic Statement (Clause 21.07) to include reference to the Heritage Precincts Report 2004.
