Changes the Victoria Planning Provisions (VPPs) and selected planning schemes in Victoria by amending Clause 44.06 Wildfire Management Overlay to make rebuilding a dwelling damaged or destroyed by the 2009 bushfires exempt from the requirement for a permit if it is sited in the same location on the land and construction is commenced prior to 31 March 2011.
