The amendment rezones the site from Public Use Zone 4 (Transport) to Capital City Zone Schedule 1 (Outside the Retail Core); Amends Schedule 1 (Outside the Retail Core) to the Capital City Zone by amending the referral requirements at sub-clause 6.0 of the schedule; applies the Environmental Audit Overlay to the site; applies Schedule 10 to the Design and Development Overlay (DDO10) to the site; deletes Parking Overlay 12 from the site and applies Parking Overlay 1 to the site; Amends the Schedule to Clause 53.01 (public open space contribution and subdivision); amends the Schedule to Clause 66.04 (referral of permit applications under local provisions) to make VicTrack and the Department of Transport a determining referral authority for applications for buildings and works on the site.
