Implements some of the recommendations from the Heathcote Township Plan (City of Greater Bendigo, August 2024) by inserting new local policy and a strategic framework plan for Heathcote into the Planning Policy Framework; rezoning several parcels of land to address an oversupply of commercial land in the town centre and correct anomalies and errors; reducing the extent of Heritage Overlay (HO778) from land where it is not required; applying the Design and Development Overlay, Schedule 6 to land at the urban-forest interface; deleting the Neighbourhood Character Overlay, Schedule 1 where the Heritage Overlay applies; and applying an Environmental Audit Overlay to potentially contaminated land.
