The amendment affects private and public land throughout the municipality of the City of Greater Bendigo, particularly land within the suburbs, towns and localities of Argyle, Bendigo, Big Hill, California Gully, Eaglehawk, Epsom, Flora Hill, Golden Gully, Golden Square, Heathcote, Jackass Flat, Kangaroo Flat, Kennington, Lockwood South, Marong, Quarry Hill, Shelbourne, Spring Gully and West Bendigo.
