The amendment facilitates planned improvements at the Ballarat Base Hospital including demolition of existing buildings to provide for the development of a new building on Drummond Street North that will provide additional hospital beds and health services| a three level decked car park and an elevated helipad above it. The amendment also introduces height controls to protect the safety of the inner and outer helicopter flight paths for the proposed helipad and makes the Department of Health Victoria a referral authority for a planning permit application for buildings and works to exceed the designated heights within the flight paths protection areas.
