Proposes to alter the existing zones and overlays that apply to the three housing precincts in Carlton being : Lygon/Rathdowne Precinct comprising the area generally bounded by Lygon Street Princes Street Drummond Street Neill Street and Rathdowne Street Carlton| Elgin/Nicholson Precinct comprising the area bounded by Elgin Street Nicholson Street Canning Street and Palmerston Street Carlton| Keppel/Cardigan Precinct comprising the area bounded by Keppel Street Cardigan Street Cemetery Road and Swanston Street Carlton| and to introduce the Development Plan Overlay Schedule 8 (Carlton Housing Precincts) to facilitate their redevelopment in accordance with the Carlton Housing Precincts Development Plan March 2006. Rezones the Lygon/Rathdowne Precinct and the Elgin/Nicholson Precinct to the Residential 2 Zone| Deletes the Road Closure Overlay corresponding to the former alignment of Lytton Street in the Keppel/Cardigan Precinct| Deletes the Heritage Overlay (HO1- Carlton Precinct) in the Elgin/Nicholson Precinct| Inserts Schedule 8 (Carlton Housing Precincts) to the Development Plan Overlay at Clause 43.04 and makes the City of Melbourne responsible authority for all permit applications| Applies the Development Plan Overlay Schedule 8 (Carlton Housing Precincts) to the Lygon/Rathdowne Precinct the Elgin/Nicholson Precinct and the Keppel/Cardigan Precinct| Replaces the schedule to Clause 61-01 with a new schedule that makes the Minister for Planning the responsible authority for the Carlton Housing Precincts Development Plan and any amendment to it under Clause 43.04 Development Plan Overlay Replaces the schedule to Clause 61-03 with a new schedule that reflects the planning scheme map changes proposed.
