Apply a Design and Development Overlay over both the existing rail reservation between Macaulay Road and Lloyd Street and the future route of the Melbourne Airport Rail Link The purpose of the Overlay is to require that a permit be issued for new buildings and works carried out in respect of the Melbourne Airport Rail Link. If these buildings and works are considered to be in conformity with the Development Plan approved under the requirements of the Development Plan Overlay the permit will be exempt from the notice objection and review provisions of the Act The Minister for Planning will be the responsible authority for the approval of the Development Plan and Environmental Management Plan required under the Development Plan Overlay also for the planning permit required under the Overlay
