The proposed Amendment is required to meet the objectives of Clause 12 of the State Planning Policy Framework to implement Ministerial Direction 9- Metropolitan Strategy and to support the intent of the Rural Conservation Zone Schedule 3 which identifies the land as being for non-urban uses consistent with the protection of environmental and agricultural values.
