Amendment C009 (South Gippsland)

Authorisation No. A0316 Implement key recommendations of the South Gippsland Heritage Study 2004. It proposes to change the South Gippsland Planning Scheme by: Replacing the existing Schedule to the Heritage Overlay (HO) with the new Schedule that forms part of this Amendment. This will add 71 new heritage places to the HO which are listed in the Attachment to this report. It will also correct errors in relation to the places already listed in the Schedule (9 sites) and will ensure that the layout is consistent with the VPP Practice Note Applying the Heritage Overlay. The changes to the existing provisions are as follows: Paint controls will apply to those places that the Study has identified as having significant original paint schemes. This is indicated by a Yes in the relevant column of the Schedule. Interior controls will apply to those places that the Study has identified as having significant interiors. This is indicated by a Yes in the relevant column of the Schedule. Tree controls will apply to those places that the Study has identified as having significant trees. This is indicated by a Yes in the relevant column of the Schedule. Prohibited uses may be permitted for some places where the original use is no longer viable (such as former Butter Factories) and a new alternative use may assist in the conservation of the place. This is indicated by a Yes in the relevant column of the Schedule. Changing South Gippsland Planning Scheme Heritage Overlay Maps Nos. 1 3 4 7 12 14 16 18 21 27 and 29 and adding new Heritage Overlay Maps Nos. HO2 6 9 11 13 15 17 20 23 25 30 31 32 and 35 in accordance with the new Schedule. Replacing the existing Clause 21.04 - Heritage in the South Gippsland Municipal Strategic Statement with a new Clause that forms part of this Amendment. This will update references in this clause from the South Gippsland Shire Heritage Study to the South Gippsland Heritage Study 2004. Replacing the existing Heritage Local Policy at Clause 22.07 with the new Heritage Local Policy that forms part of this Amendment. This will make minor changes to ensure that the Clause is updated in accordance with the changes made by this Amendment and is consistent with the VPP Practice Note Applying the Heritage Overlay. Replace the policy basis with a new policy basis in accordance with the VPP Practice Note. - Add new policy objectives. - Add new policy criteria to be considered when deciding an application. - Add new Information Requirements and Decision Guidelines. - Change references from the South Gippsland Shire Heritage Study to the South Gippsland Heritage Study 2004.
