Makes the following changes to the Local Section: at Clause 114 - Port Phillip Coastal Area exempt the need for a permit in Clause 104A -Marine Engineering Zone| at Clause 104A delete the (old format) Marine Engineering Zone and substitute it with a new (VPP format) Marine Engineering Zone| and amend Map 1 by rezoning part of Crown Allotment 21B Section 1 Township of Williamstown part of Vol.10407 Fol.735 from PP17 - Port of Melbourne Authority to Marine Engineering Zone.
