The amendment implements the strategic directions of Plan Harcourt (Mount Alexander Shire Council, 2024) by rezoning land in and around the township of Harcourt, applying environmental overlays to protect biodiversity, applying the Design and Development Overlay, Schedule 16 (DDO16) to guide the design and built form of development in the town centre and applying the Development Plan Overlay, Schedule 12 (DPO12) to guide the development of Growth Areas A and B as shown on the Harcourt Framework Plan.
