Rezone the majority of land at 173-199 Elizabeth Street Coburg North from an Industrial 1 Zone to a Residential 1 Zone. Rezone part of the site along Elizabeth Street opposite the Newlands Primary School from an Industrial 1 Zone to a Business 1 Zone and amend the Schedule to the Business 1 zone to introduce floor area limitations for retail and commercial uses. Apply a Development Plan Overlay Schedule 10 (DPO10) to land at 173-199 Elizabeth Street Coburg North. Remove the Environmental Significance Overlay Schedule 1 (ESO1) from land at 173-199 Elizabeth Street Coburg North. Amend the Schedule to Clause 61.01 to make the Minister for Planning the responsible authority for the purposes of approving a development plan and any amendments to a development plan required by clause 43.04 and prepared pursuant to Schedule 10 to the Development Plan Overlay
