Implements the Traralgon Growth Areas Review and inserts a new sub-clause (Clause 21.05-9) to introduce stategies and a structure plan for the Traralgon West Growth Corridor. Amends Clause 21.05 to realign the Urban Amenity Buffer boundary. Introduces the Traralgon-Morwell Growth Framework Plan to the MSS to provide an overarching strategy for the long-term growth of these towns.
