Amendment C069 (Mornington Peninsula)

The amendment makes the following changes to the Planning Scheme: Makes the Hastings South Coastal Management Plan (Mornington Peninsula Shire Inspiring Place Pty Ltd April 2004) a reference document in the Planning Scheme (a change to Clause 21.12). Revises a foreshores and coastal areas policy direction about how the Public Park and Recreation Zone and Public Conservation and Resource Zone should be applied so that they may be applied to Western Port as well as Port Phillip Bay (a change to Clause 21.08). Revises a foreshores and coastal areas policy direction relating to an objective concerning the coordination of public and private development to enable a Development Plan Overlay to be applied to activity nodes identified in a coastal management plan (a change to Clause 21.08). Introduces a new policy 22.18 Hastings Foreshore (a new clause 22.18). Extends the Public Park and Recreation Zone out into Western Port at Hastings (a change to Map 19). Introduces a new Development Plan Overlay Schedule 13 Hastings Foreshore (DPO13). Applies the DPO13 to a site on the Hastings Foreshore designated for a major tourist attraction ( a change to DPO13). Deletes the need for a permit to use land at Hastings foreshore for a food and drink premises or a retail premises geared to the tourist market (a change to the schedule to the Public Park and Recreation Zone). Introduces an Incorporated Document to provide conditions for a retail premises or food and drink premises on Hastings Foreshore (a change to Clause 81).
