Rezone parcels not included in the declared area for Goulburn Valley Freeway between its interchange with Hume Freeway and Mangalore Road from Road Zone - Category 1 to Farming Zone and Special Use Zone - Schedule 1. Add a Floodway Overlay over part of Goulburn Valley Highway (Emily Street) Seymour between property no. 48 Goulburn Valley Highway and at its intersection with Foley Avenue where it is to be rezoned to Road Zone - Category 1.
