Rezone the eastern apex of the St Leonards golf course generally bounded by Harvey Road (north eastern boundary) the northern residential zone boundary of allotments abutting the current southern boundary of the golf course and the northerly projection of the western residential zone boundary between Old St leonards Road and Harvey Road (western boundary) from Special Use 3 zone to Residential 1 zone| Rezone land west of Ibbotson Street from Rural zone to Special Use 3 Zone| Apply a Development Plan Overlay over the area proposed to be rezoned to Residential 1 zone plus the balance of the existing and future St Leonards Golf Course Land.
