Introduces a Schedule to the Business 1 zone to require a permit for restaurants in the centre. Introduces a Design and Development Overlay to set parameters for shop top housing limit the height of new development to three storeys ensure active frontages to shopping streets and nominate where it is desired to open up the current rear of premises to create a new frontage. Incorporates a Parking Precinct Plan under Clause 81 and replaces the Schedule to Clause 52.06 with an amended Schedule.
