Amendment C035 (Wodonga)

Introduces a Design and Development Overlay and a Development Plan Overlay to implement urban design directions from the Wodonga Central Area Master Plan adopted by the Council 10 February 2003. The new Overlay controls will require all development that has frontage to Elgin Boulevard to comply with urban design guidelines that seek to implement the Council s vision for the positive transformation of Elgin Boulevard into an attractive and vibrant urban street. The proposed controls aim to ensure that new development provides an active frontage to the street with buildings built to the street edge and provided with a glazed frontage and front entry onto the street. The amendment seeks to retain life in the street by preventng car parking areas from dominating the streetscape. The proposed overlay controls also encourage a mixture of activity ranging from commercial community entertainment and residential uses. The controls encourage multi level development with retail activity preferred on the ground floors and office residential and entertainment uses on the upper floor levels.
