The amendment proposes to strengthen the status of the existing Development Guidelines for Heritage Places document by substituting the existing policy in Clause 22.02 with a new policy. The purpose of the amendment is to strengthen the level of statutory heritage protection afforded to heritage places located within the Heritage Overlay by extracting the principal elements of the existing Development Guidelines for Heritage Places reference document and converting this content into a local planning policy
