Apply a Design and Development Overlay over both the existing and future routes (Albion West option) of the Melbourne Airport Rail Link so that a permit is required for new buildings and works in respect of the rail link. If these buildings and works are considered to be in conformity with the Development Plan approved under the requirements of the Development Plan Overlay, the permit will be exempt from the notice, objection and review provisions of the Act.The Minister for Planning will be the responsible authority for approval of the Development Plan and Environmental Management Plan required under the Development Plan Overlay, also for the planning permit required under the Design and Development Plan Overlay
