Rezones the majority of the Moltoni Corporation land from Industrial 1 Zone to Residential 1 Zone| Rezone land surrounding and including the existing village of Fyansford from Industrial 1 Zone to Mixed Use and Business 1 Zones. This includes land previously owned by Geelong Cement south of Hyland Street abutting Fyansford Common and land in separate (non-Moltoni Corporation) private ownership generally to the west of Hyland Street and the lot containing the Fyansford hotel| Rezone land immediately abutting the Moorabool River from Industrial 1 Zone to Public Conservation and Resource Zone and including land subject to inundation within a Land Subject to Inundation Overlay| Rezone land on the escarpment which is generally too steep for development from Industrial 1 Zone to Public Park and Recreation Zone| Include the Moltoni Corporation land except that land in a road zone within a Development Plan Overlay and an Environmental Audit Overlay.
