Apply a Public Acquisition Overlay to the land required for the future route of the Melbourne Airport Rail Link| Apply a Design and Development Overlay to both the existing rail reservation (between Albert Street Footscray and Stony Creek) and the future route of the Melbourne Airport Rail Link. The purpose of the Design and Development Overlay is to require that a permit be issued for new buildings and works in respect of the Melbourne Airport Rail Link. If these buildings and works are considered to be in conformity with the Development Plan approved under the requirements of the Development Plan Overlay the permit will be exempt from the notice objection and review provisions of the Act. The Minister will be the Responsible Authority for the approval of the Development Plan and Environmental Management Plan required under the Development Plan Overlay also for the planning permit required under the Design and Development Plan Overlay. In locations where the Special Building Overlay exists over the rail reservation buildings and works in respect of the Melbourne Airport Rail Link are exempted from the requirement for a permit| Delete the Development Contributions Plan Overlay ( Schedules 1 and 6 ) from land within the rail reservation
