Apply a Heritage Overlay to 32 additional heritage places including heritage areas and individual buildings| Include the additional heritage places in the Schedule to the Heritage Overlay| Remove the Heritage Overlay from 5 sites with individual buildings because they will be included in heritage areas also covered by the Heritage Overlay with identical provisions| Introduce an Incorporated Plan in relation to the Warringal Cemetery| Introduce a new Residential Neighbourhood Character Policy in the Local Planning Policy Framework| Extend the application of Vegetation Protection Overlay ( Schedule 1 ) to all that part of the municipality east of the Plenty River which is not currently subject to vegetation protection controls so that a permit would be required in that area to remove native vegetation of greater than a specified size| Change Schedule 1 to the Vegetation Protection Overlay to introduce an exemption from a planning permit for the pruning of vegetation to maintain or improve its health or appearance| Apply a new Vegetation Protection Overlay ( Schedule 3 - Eaglemont Heidelberg and Ivanhoe ) to the Garden Suburban 6 7 and 8 of Neighbourhood Character precincts so that a permit would be required to remove destroy or lop trees of greater than a prescribed size| Apply a new Vegetation Protection Overlay ( Schedule 4 - Elliston Estate ) to Bush Garden 3 Neighbourhood Character precinct such that a permit would be required to remove destroy or lop trees greater than a prescribed size| Apply a new Design and Development Overlay ( Schedule 8 - Plenty River East Neighbourhood Character ) to the Semi Bush Bush Garden 1 and Garden Court 3 Neighbourhood Character precincts in Greensborough Montmorency and Eltham North| Vary the provisions of the Significant Landscape Overlay ( Schedules 1 and 2 ) so that outbuildings and works normal to a dwelling no longer require a permit
